A reference to Big Ben and Westminster Abbey as well as an echo of the nearby Westminster University tower, the city hall's 136-foot clock and bell tower is the new symbol of this city. It crowns a beige brick complex trimmed with horizontal bands of red brick and green glass. The 73,000 square feet of office and public space are distributed over three stories. In front of City Hall, George W. Lundeen's larger-than-life sculpture, Promise of the Prairie, depicts a pioneer couple with a barefoot child.
