The Beaux-Arts courthouse has a pronounced rusticated stone base. Above the raised basement is a central two-story colonnade of eight columns. Behind the colonnade, a loggialike effect is created by two stories of windows and a repeat of lunettes. The corners of the building are treated as end pavilions with stone walls articulated by horizontal coursing.
