Like its companion piece, the Veterans' Memorial and City Hall, the county courthouse was to have a low tower rising out of a classical temple base. The elimination of the tower in the final design produced an adequate Beaux-Arts background building, but not one which strongly enhances the uniqueness of its site on Municipal Island. The recent “modernist” five-story addition to the rear should, if possible, be ignored.
