A two-and-a-half-story Italianate house functions as a city hall. The house was built as a private dwelling for the Blair family; it became City Hall in 1926. A tall tower capped by a mansard roof rises between two wings of the structure. Verticality is the visual theme of this building, stated in the ornamental volutes and the wall planes that define them, through the narrow vertical windows and doors, and in other external and internal detailing.
