Shippensburg University of Pennsylvania began as an unusual public-private partnership that provided for shares to be sold for stateassisted teachers’ colleges. Its architectural cohesiveness derives from the large number of buildings by Arthur P. Rosser and his sometime partner Harry Yessler (a former associate of John A. Dempwolf).
