The American Viscose Company, as one of the largest employers in the county for half a century, built Juniata Terrace for its workforce in 1920. The factory complex and workers' housing were both constructed by the Ballinger Company. Walter F. Ballinger and Emile Perrot had designed Viscose Village in Marcus Hook as an English Garden city for the British-owned firm in 1915. In contrast, Juniata Terrace was conceived as an urban neighborhood of 250 two-story red brick row houses with front porches and awnings lining opposite sides of a boulevard with a grassy median strip. After Hurricane Agnes destroyed the factory in 1972, American Viscose closed.
