In 1915 the City of Refugio donated its public square, called Plaza de la Constitución in the Bray town plat of 1834, to the State of Texas as a memorial to the Anglo Texans and U.S. immigrants slain in the Battle of Refugio or executed afterward. In connection with the Texas Centennial of 1936, the state commissioned Josset to produce this monument, designed by architect Nelson, of a bronze figure of a man atop an octagonal shaft of polished pink Texas granite, holding a sword behind his back and kneeling. At eye level a frieze of bronze relief plaques belts the shaft. The rest of the park is a small-town square, shaded by mesquite and palm trees.
