This building originally housed a dry goods business and offices on the upper floor. The load-bearing brick structure was purchased by the county in 2001 to relocate offices from the crowded courthouse across the street. The adjacent one-story structure, built in the 1870s, was also acquired for the same new use. Many of the original interior materials were restored, including beaded-board ceilings, cast-iron columns, and a pressed-metal ceiling in the store, to maintain a strong historic character. The suspended canopy over the sidewalk was reconstructed based on old photographs.
