This city complex on the west half of a block shared with the Mesa County Courthouse is an architectural synthesis. The oldest section, on the south end, includes the first floor of the original Lowell Grade School. On the north end of the block, the WPA built a beige brick Moderne library, which was abandoned when the new Mesa County Library was completed. In 1975 a central section joined the two structures with remodeling that blends wire-cut brick, stucco, and glass. Tapestry brick panels like those used on another small WPA building in the complex add color and consistency to this effective integration of disparate buildings.
