What is surprising about Dunbar's stucco-faced, tile-roofed Spanish-style City Hall, constructed with a grant from the PWA, is how big its scale is. The City Hall occupies one of Refugio's original plazas, but the block has lost its identity as a plaza in part because its rear (east) side became a parking lot.
