Hugman's clever design incorporates the San Antonio River into the design by placing the open-air stage and seating for 800 on opposite banks. The site had been a dump for junk cars and was cleared in the 1930s by Ed Arneson, director of the Works Progress Administration (WPA) district office, in whose honor it is named. At night, with the tourist-laden barges passing between the stage and the audience, it is a truly delightful place in which to relax and forget that you are in the midst of a metropolis.
