With its tall chimneys, sloping roof, and low framed glass facade, this ground-hugging building is an attempt to create modern government offices with integral shaded walkways. It is far more successful than the grim “contractor's colonial” Edward Wren Hudgins Courts Building (1975; 1294 Jefferson Street) next door with its attenuated-columned portico and red brick and white trim.
