A remarkably lavish structure on a grand urban scale, this neoclassical building manifests civic pride and power. It is surrounded by a balustraded stone wall and reached via an impressive flight of stairs. Engaged Ionic columns mark the bay divisions and extend the full height and breadth of the three-story building. Beyond the bronze entrance doors, the public spaces continue the classical monumentality. The lobby is lined with freestanding and engaged Doric columns, rusticated walls, dentil cornices, and decorative terrazzo floors. A T-shaped corridor leads to offices and meeting rooms.
